Conference Room
Marian House Conference Room Refurbishment
The conference room at Marian House has been re-furbished and now includes fixed short throw projector, an automated screen, rails with whiteboards and flip charts, all of which are removable attachments and a wireless internet access. The room is available for hire at a charge of £100 per day or £50 per half day. Contact Katie or Claire with any enquiries.

QCF
Qualifications Credit Framework (QCF) – Revised Implementation Date
The Skills Funding Agency have announced they will extend the period of time that funding will continue to be available for new learners registering on NVQ Level 2 and 3 Social Care qualifications. Therefore, the LWDP will continue to fund courses until 31st December 2010, when the new QCF takes effect. For more details see the link:

Stroke Free Training
Caring for People Affected by Stroke – FREE TRAINING
The Cardiac and Stroke Networks in Lancashire & Cumbria are pleased to be able to offer a limited number of places for “key workers” from within your organisation on this training programme. Staff who attend would be expected use the knowledge gained to improve and enhance the care given to stroke survivors.
Due to the limited number of places, only one person per organisation can be attend. This training is provided free of charge but staff who fail to attend, after booking a place, will be charged £100 (full place cost). Please see the link for more information and booking details.
Dementia Event
We are working in partnership with Lancashire County Council and the National Health Service, to support the independent Social Care sector in Lancashire in gaining a better understanding of Dementia.
Work is already underway to deliver Dementia training relevant to particular staff roles and additionally an event is planned for later in the year to showcase guest speakers and deliver an interactive experiential learning session. Further information on both these initiatives will be published shortly.

E Learning

Service User and Carer Feedback
We are continually looking at ways to increase the volume of feedback we receive about LWDP and demonstrate the value of funded training from Service Users and Carers perspectives. During February and March LWDP networkers piloted a Service User and Carer questionnaire whilst at Employer visits. The resulting report and feedback identified the need to find more effective ways to interact with Service Users and Carers.
We would like to thank everyone who contributed to the feedback as it has helped us begin to evaluate the impact of social care training you undertake.
The initial questionnaires have now been revised and we will continue to complete them with Carers and Service Users if appropriate during networker visits.
We would welcome the opportunity to speak to your Service Users and/or Carers in groups to get a range of feedback on the impact that training has had for them. Would you consider putting LWDP feedback on the agenda of your staff or residents meeting and inviting LWDP to lead the discussion? Can you think of other ways LWDP could begin to evaluate the social impact of funded training?

Infection Control
A multi agency joint working party are looking at ways to work with independent Social Care Employers in Lancashire. Watch out for a questionnaire which will provide you with an opportunity to tell us what would help you and your organisation.
Course Evaluations in LancashirePlan
Currently, less than 2% of funded training is being evaluated in LancashirePlan. We need all Employers to provide us with feedback on the training we have funded.
The LWDP are developing our monitoring systems so that we can more effectively prompt Employers to supply this vital information.
Employers have a responsibility to ensure that the training they provide their staff is ‘fit for purpose’ in terms of content and also meets their employees' learning needs. Please start to share this feedback with us, using the course evaluation tool in LancashirePlan.
This is manager feedback and therefore can only be completed in LancashirePlan by the person or people with administration access.
In LancashirePlan go to: ‘My Company’ menu, ‘Training Provider Course Evaluation’ sub menu, where you can do a search by date range. Once the course titles come up, you can click on any title and it will show you the completed training (including learners) within the date range you have set.

Medication Training
Following the success of the first phase of this training we are pleased to announce that an extension to the contract has been issued to Care-FULLY TRAINED.
All the feedback from phase 1 was very positive and encouraging.
The training will be available in the first place for those who registered their interest when first approached last year.

National Minimum Dataset Social Care (NMDS-SC)

National Minimum Data Set - Social Care (NMDS-SC) Employer Support from June
2010
We now have a dedicated data input clerk for the next 12 months to support
employers with their NMDS-SC data input. Our Networkers are still available to
support Employers with this, but we will be applying the same criteria as with
the dedicated data input person.
LWDP have decided on the following eligibility and requirements -
- Organisations must be CQC registered to receive support.
The support is offered free to organisations employing 50 people or less.
- Organisations with more than 50 employees will be charged £50 to
£75 for this service depending on organisation size.
- Organisations will be required to sign an agreement indicating
that when LWDP have done the initial work on their behalf, they must
maintain the data for a minimum of 2 years. Failure to do this will result
in a one off service charge of £150 being levied towards the initial cost.
This will be measured annually and based on at least 90% organisation data
having been input to the NMDS-SC database.
- Organisations must complete their NMDS-SC via LancashirePlan.
- There will only be one visit and so all information must be readily
available in a usable format and the appointment as agreed must be kept.

Peninsula Business Services
Peninsula Service Level Agreements are now available covering Employment Law and Health and Safety. Through the LWDP the Agreement gives employers:
- Unlimited 24hr advice on Employment Law and Health and Safety issues
- Indemnity Provision in the event of an Employment Tribunal
- Access to free training on a range of key employee relations topics
- Access to template contractual documentation and an employee handbook

Funding for Ancillary Staff
Did you know that funding is also available for your support staff? That includes Reception staff, Catering Staff, Cleaners, Gardeners, Porters and others. You can apply for funding for short courses and relevant NVQ’s on LancashirePlan until August 2010. Once the QCF is introduced we will advise you of the changes
LancashirePlan – Quality of Data
It is important that the quality of data you enter into LancashirePlan is accurate. There have been some instances where false dates of birth have been entered by Employers resulting in funding complications and a subsequent breach in the LancashirePlan terms and conditions. Please remember it is your responsibility to maintain your organisation details on LancashirePlan.
LancashirePlan Course Evaluations
Less than 2% of LWDP funded courses have been evaluated in LancashirePlan after the successful pilot last year. We require all Employers to evaluate the training their organisation has completed with LWDP funding. It is very simple to comply. In LancashirePlan, go into the ‘My Company’ menu, ‘Training Provider Evaluations’ sub-menu.

FUNDING ARRANGEMENTS FOR 2010
Health and Social Care NVQ’s
From April 1st – August 31st 2010* applications for NVQ Level 2 - 4
qualifications in Health and Social Care will be accepted and where approved
will continue to be paid at £110 per unit through
independent training providers and £82.50 through colleges After
August 2010* no further NVQ applications will be processed as the Qualification
Credit Framework (QCF) will become effective. For more information about QCF
please visit www.skillsforcare.co.uk
After this time we will be funding credits at £20 per credit.
QCF
awards are made up of credits which build into:
-
An award (7 credits)
-
A certificate (8-36 credits)
-
A diploma (36 plus credits)
The equivalent of an NVQ is a diploma.
Other Funded Qualifications:
-
PTLLS/CTLLS will continue at £250 until the QCF version is available.
-
A1 Award will continue at £500 until the QCF version is available.
-
Management NVQ’s will continue at £110 per unit through independent training providers and
£82.50 through colleges until the QCF version is available.
Induction programmes
The Skills for Care Induction programmes for levels 2/3 and management
levels 4/5 are paid at £150 on receipt of Skills for Care paperwork.
LDQ
levels 2/3 are paid at £200 on receipt of the
awarding organisations certificate.
Basic Short Courses
These must be 6 taught hours in duration and will be paid at the advertised
cost up to a maximum of £50 each.
Where there is an
accredited/nationally recognised course covering the subject matter this is the
only course that will be supported.
Courses without national
recognition/accreditation will be supported only if the Skills for Care skills
set for the subject are covered entirely by the syllabus.
Entitlement
Each Employee is able to claim for 1 NVQ, 3 short courses, Induction/LDQ
and where applicable the A1 or V1 assessor’s award and PTLLS/CTLLS (or their QCF
equivalent) per year.

Recruitment and Retention Strategy
The recruitment and retention strategy to support the independent Social Care sectors across Lancashire has been approved by the LWDP Board, identifying 8 key strategic aims that will be worked towards over the next 18 months.

Childens Services Funding Update
Funding for Children’s Services
It is with regret that, following receipt of a letter from the Children and
Young People’s Directorate at Lancashire County Council explaining that they
will not be funding any LWDP support for the children and young people’s
independent service providers in 2009-2010, we are now unable to process any
further requests for:
• NVQ training
• Short courses
• CPD grants
• Small grants funding
• Management NVQ’s
• PTLLS/CTLLS
• Peninsula
licenses
• Networker support visits
This issue will be addressed at
the LWDP Board Meeting on 16th December 2009 and this statement will be updated
after this time.
All Children’s Service Providers have been sent a letter to advise them of the change to their funding, where they are invited to write to Lancashire County Council should they so desire. Click here for a copy of the letter and enclosure.
Leadership and Managment
Summary of the Leadership and Management Offer
The Grant:
• A grant is available to support the training and development of up to 7 leaders/key managers in organisations employing between 5 and 249 people
• The maximum any one business, can receive is £7,000 of grant support (£6,000 for 6 key managers; £5,000 for 5 key managers and so on)
• The first £500 of each £1,000 of grant support to the business shall not require match funding and must benefit the leader/key manager.
• The remaining grant must be match funded by the employer.
• No individual manager can receive more than £1,000 of grant support.
• Where the grant is being used to support HEFCE funded HE provision it is essential that the grant money is match funded in its entirety, (e.g. Foundation Degrees, Degrees, MBAs, Post-grad certificates/diplomas, Masters)
The Funding and Eligibility Criteria
Please use the following criteria to confirm if the business qualifies for the funding:
• The company employs between 5 and 249 people
(NB: in the case of franchises: if the business is responsible for submitting their own audited accounts then the workforce numbers for the independent franchise will be used to determine if the company meets the above size band criteria. If the accounts are managed by the Head Office then the workforce numbers for the whole Group would be used to determine if the company falls into the eligible size band).
• The leader/key manager has not have previously accessed Leadership & Management Funding. (Those individuals who have already benefited from funding from previous L&M Programmes will not be eligible for the grant. However, if there are other leaders/key managers within the same organisation who have not previously benefited from an L&M grant, they will be eligible providing they meet all the other eligibility criteria.)
• If the client has already identified a course/training, has a start date been identified? (Please note: if the start date for the course/training has already passed then the funding cannot be backdated and the client won’t be eligible for funding. If the course start date is more than 90 days away then the L&M Broker would need to arrange to see the client nearer to the start date because the client only has 90 days from the date on the PDP to provide evidence of full payment of the course to enable them to claim the funding).
• The client is willing to undertake an initial diagnostic assessment.
• The client is willing to agree to develop and fulfil a Personal Development Plan.
• The client is willing to undertake identified development activities within a given timescale.
• The client is willing to contribute to the review and evaluation process.
Exclusions:
The grant can be used to support learning and development activity identified on the PDP. Specific exclusions will include membership fees, travel, subsistence, statutory training, mandatory training, accreditation, capital equipment, employer contributions to other LSC or ESF funding streams and accommodation costs.
£25,000 allocated towards PTLLS & CTLLS training
It has been agreed by the LWDP Board that £25,000 will be allocate towards PTLLS and CTLLS training this year. For more details about PTLLS and CTLLS click here for further information. It has been agreed that:
- An allowance of £250 will be paid by the LWDP per individual per award PTLLS or CTLSS.
- Only one award per year per person will benefit from the funding.
- Only one individual per organisation can apply initially
- Applications should be made in the ‘normal’ manner through LancashirePlan
